Discussion – Taft Estates 40B – 579 Pulaski Blvd.
Timothy Jones was in attendance to update the board regarding his project.  He stated that all the steps that could be done, have been done and they are waiting to hear from the state on the Final Regulatory Agreement. Once that is in, they can move forward. Jay Talerman, Town Counsel is aware of the situation.  Don Dimartino, DPW Director was in attendance and stated that all the services have been turned on and tested and once the structures are up then they can finish the road.  He (Tim Jones) will let the board know through Laura as soon as the agreement is received.

Request for a Family Apartment

Ronald Gamache and his wife were in attendance.  Mr. Gamache explained they owned the home since 1999 and originally put the addition on for his mother.  There is one set of utilities and one meter.  There is no increase in floor space as the apartment currently exists.  There is a 2 car garage and another area with 4 parking spaces.  The Gamache’s are the owners and their daughter, Renee Mardo and 3 children will be occupying the apartment.  They are doing this to help each other financially. There will be no exterior changes.  It will stay exactly the same.  They stated they understood they would have a 20 day appeal period and then would take the decision to the Registry of Deeds.

JS stated there is a 20 day appeal period and also reminded family apartments must be renewed in 5 years.

Continuance - Old Farm Street (Map 7/Lot 11) – Total Outdoor Corporation

PD read a letter from Attorney Lee Ambler requesting a continuance to October 2, 2014 for the hearing for his client (Total Outdoor Corporation).

Request for Variance –Height Limitation

Don Dimartino, DPW Director for the Town of Bellingham was in attendance to request a variance to allow a new salt storage shed, 39 feet tall be erected on the property of the DPW.  This property is zoned Agricultural and there is a minimum height allowance of 35 feet of any structure.  The existing salt shed and tent can now hold 2500 tons of salt.  The proposed shed will hold 5500 tons which is the average needed for a winter.  The height is needed as the shed comes constructed with a height of 39 feet as this allows the tractor trailers enter and exit easily.  So the height is needed.  The town will be able to order and store more than an average seasons supply of salt at an earlier time, when demand is down and supply is not affected by the peak seasons orders from other towns and state agencies. The board reviewed the proposed plan and had questions in regards to the proximity this would be to any abutters, the view of the shed and if they (abutters) would be affected by the deliveries. Don stated that the DPW is in clear view when there are no leaves on the trees and the closest abutters were about 80’ from the roadway.  There were over 300 notices sent out as there is a condo complex next door.  There were no abutters in attendance.  There would be less of an impact on the abutters with traffic of deliveries as they would lessen with the greater storage area. This will be a benefit for the town as the increase of salt storage is needed, there will be no negative effect on traffic flow or safety, the utilities and town services will not be affected and the location of the shed will be 70 feet behind the existing one, not impacting the neighborhood character.  Mr. Dimartino felt it was an overall benefit to the town. They are scheduled to go before the Planning Board and Conservation Commission.

JS amended the motion to allow relief of 5 feet for a total building height of 40 feet for the salt shed, where 35 is allowed.

There is a 20 day appeal period.  

Correspondence:
1210 Pulaski Blvd. landscaping plans were signed (2 copies) by the board.

The board chose AP and JD to sit on the bylaw committee. LR would let Denis know.  
All Board’s Committee Meeting is September 22, 2014.
